Think of the BFSS office as a trusted financial services partner. Much like you would provide documents to a tax professional, your department provides the BFSS team with a complete package for a financial request—including a clear business purpose, the correct funding source, and all supporting documentation. Our team then leverages its expertise to:

  • Review the request for completeness and policy alignment.
  • Prepare the entire package for official review and approval.
  • Act on behalf of you, the submitter, to facilitate a smooth journey through the university's approval channels.

A Commitment to Integrity: Our Approval Workflow

To protect university assets and ensure proper oversight, USF employs a system of checks and balances known as separation of duties. This principle ensures that every transaction is reviewed and approved by several key authorities before it is finalized.

  • BFSS Review: An initial check for policy and procedural compliance.
  • Expense Manager Approval: The designated authority for the funding source confirms the expense is appropriate and budgeted.
  • HR Supervisor Approval: When applicable, a supervisor confirms the expense is appropriate for the employee’s job duties.
  • Payment and Procurement Services (PPS) Approval: The university's final authority, PPS, conducts a final review for compliance with all university and state regulations before issuing payment.
  • USF Foundation Approval: For payments made using USF Foundation funds, the Foundation provides the final review for compliance with university/state regulations and the donor's intent.

This structured process ensures that all expenditures are legitimate, properly authorized, and recorded accurately. All approvals follow the standard, documented workflows within USF's Business Systems.
